Do I need a filming permit to film in Cambodia?
Yes. All foreign productions filming in Cambodia require a General Film Permit. Documentaries and commercials are typically permitted through the Ministry of Information, while dramas and feature films go through the Ministry of Culture and Fine Arts. The Cambodia Film Commission can assist with coordinating the process.
Foreign filmmakers are also required to hire a locally registered coordinator who is officially recognized by the Ministry of Culture and Fine Arts. This coordinator presents the production to the relevant authorities and manages the permit process on your behalf.
Beyond the General Film Permit, location-specific permits may be required depending on where you are filming. Temples, government properties, and certain public spaces each have their own requirements and may involve separate fees.

How do I obtain a filming permit for Cambodia?
The permit application requires a project synopsis, a filming schedule with locations, passport copies of all visiting crew members, and an equipment list. Your locally registered coordinator submits these materials to the relevant ministry on your behalf.
Processing times depend on the type of production. Documentary, commercial, and corporate video permits typically take around five working days. Feature film permits average around 15 working days. However, we recommend allowing up to one month of lead time, and longer for major productions, to account for location-specific permits and any additional approvals.
No government minder is required to accompany your shoot in Cambodia, and authorities do not request to review footage before you leave the country. The permitting environment is generally straightforward and cooperative compared to many other markets in the region.

What are the rules for drone filming in Cambodia?
Drone filming in Cambodia requires a special film permit in addition to the General Film Permit. The rules around drone operation in Cambodia change regularly, so current regulations should be confirmed before every production.
Additional requirements may apply depending on the specific location. Drone flights near temples, government buildings, border regions, and populated areas carry stricter conditions. The Angkor Wat complex and surrounding temple zones have their own regulations managed by the APSARA Authority.

Do I need a separate permit to film at Angkor Wat?
Yes. The temples of Angkor require a separate filming permit issued by the APSARA Authority, which manages the Angkor Archaeological Park. This permit is separate from and in addition to the General Film Permit issued by the Ministry of Information or Ministry of Culture and Fine Arts.
The APSARA permit process typically takes two to three working weeks and can run in parallel with the general permit application. Permit costs for filming at Angkor are higher than other locations in Cambodia and reflect the scale of the production and the level of disruption to ongoing tourism, which is a major revenue source for the region.

Are there restricted filming areas in Cambodia?
Yes. Several categories of locations carry additional restrictions or require special coordination.
Border regions with Vietnam, Thailand, and Laos may require additional permits and security coordination. Military installations and government buildings are restricted. The Royal Palace in Phnom Penh requires its own location permit. Religious sites and active temples require respectful coordination with local authorities.
The Angkor Archaeological Park, as noted above, is managed entirely by the APSARA Authority with its own permit process and fee structure.
Outside of these specific categories, Cambodia is generally a production-friendly country with cooperative authorities. The Cambodian government has a stated policy of promoting and assisting the film industry, and the overall permitting environment reflects that.

Can I bring my own equipment to Cambodia?
Yes, but the process is different from countries that accept ATA Carnets. Cambodia is not a carnet country. Instead, the Cambodian government offers a tax-free temporary import and re-export arrangement for filming equipment, which is tied to the General Film Permit.
Once your General Film Permit is granted, a detailed equipment list with serial numbers and value declarations is submitted to customs. The temporary import license covers cameras, lighting, grip, sound, drones, costumes, props, and other non-consumable production items. Equipment can enter by air or land border.
Because local equipment availability in Cambodia is more limited than in Vietnam, Singapore, or Thailand, many international productions bring key camera and specialized equipment from abroad or from neighboring countries. EM Productions can coordinate equipment logistics from our Ho Chi Minh City base when local rental options do not meet the project requirements.

Do I need a film fixer for filming in Cambodia?
Yes. Foreign filmmakers are required by the Ministry of Culture and Fine Arts to work with a locally registered coordinator to obtain filming permits. Beyond the regulatory requirement, a local production partner makes the difference between a smooth shoot and a complicated one.
Cambodia’s production infrastructure is growing but still developing. Crew availability, equipment access, and location logistics all benefit from someone who works in the country regularly and has established relationships with the relevant authorities and service providers.

What are the best filming locations in Cambodia?
Cambodia offers an extraordinary range of environments across a compact geography.
For ancient and heritage locations, the Angkor Wat temple complex and the wider Angkor Archaeological Park in Siem Reap province are world-class. Hundreds of additional Khmer temple ruins are scattered across the country, many rarely visited and available for filming with minimal logistical competition.
Phnom Penh provides a mix of French colonial architecture, wide tree-lined boulevards, riverside environments, modern development, and the manufacturing and garment districts on the city outskirts. The Royal Palace and National Museum add formal architectural settings.
For natural environments, Tonle Sap lake and its floating villages offer unique water-based production opportunities. What is the best time of year to film in Cambodia?
Cambodia has a tropical climate with two distinct seasons. The dry season runs from November through April and is the best window for filming, with lower humidity, clear skies, and reliable outdoor shooting conditions. December through February offers the most comfortable temperatures.
The wet season runs from May through October. Rain comes in heavy afternoon bursts, but mornings are often clear. Productions can still operate during the wet season with flexible scheduling, and the landscape is at its most lush and green, which can be visually striking for the right project.
Temperatures are warm year round, typically between 25 and 35 degrees Celsius. April is the hottest month.
Khmer New Year in mid-April is the most significant holiday and effectively pauses production for several days. Pchum Ben (ancestors’ day, usually September or October) and the Water Festival (November) also reduce crew availability.

Do foreign crew need a visa to film in Cambodia?
Yes. Foreign crew need a business visa (Type E) to film in Cambodia. Tourist visas do not cover filming activity. Business visas can be obtained on arrival at Phnom Penh or Siem Reap international airports or applied for in advance through an e-visa application. You will need a passport valid for at least six months, passport photos, and US dollars for the visa fee.
Visas are valid for up to 30 days. There are no separate work permits required for filming in Cambodia, which is a significant administrative advantage compared to many other countries in the region.
For productions running longer than 30 days, visa extensions are available through the immigration department.
