Do I need a filming permit to film in Singapore?
Singapore does not require a general film permit for filming on public streets and walkways, as long as there is no obstruction to vehicular or pedestrian traffic. This is one of the things that makes Singapore efficient to film in compared to many other Asian cities.
However, location-specific permits are required for most professional productions. Filming in parks and nature reserves requires approval from the National Parks Board (NParks). Public housing estates go through the Housing and Development Board (HDB). Government properties require coordination with the Singapore Land Authority (SLA). Shopping malls, commercial properties, and private locations require permission from their owners.
You will also need public liability insurance for any professional filming in Singapore, regardless of location.

How do I obtain a filming permit for Singapore?
Because Singapore does not have a single centralized film permit, the process involves approaching the relevant authority for each location on your schedule. The Infocomm Media Development Authority (IMDA) provides general guidance and can point you to the right contacts, but permits are issued by individual agencies.
For most locations you will need a production summary, filming schedule, crew list, equipment details, and a site plan. Processing times vary by agency but are generally fast by regional standards, typically a few days to two weeks. Informing nearby businesses or residents at least three working days in advance is expected as standard practice.

What are the rules for drone filming in Singapore?
Drone filming in Singapore is regulated by the Civil Aviation Authority of Singapore (CAAS) and the rules are strict. All commercial drone operations require a UA Pilot Licence (UAPL), an Operator Permit, and an Activity Permit, regardless of drone weight.
Drones over 250 grams must be registered with CAAS and fitted with Broadcast Remote Identification (B-RID). The general altitude limit is 200 feet above mean sea level. Singapore’s compact geography means large portions of the island fall within restricted airspace due to proximity to Changi Airport, Seletar Airport, Paya Lebar Air Base, and military installations. A 5-kilometer no-fly zone applies around all airports and air bases.
Permit applications should be submitted at least two weeks in advance. For foreign operators, drone registration and compliance requirements apply equally.

Are there restricted filming areas in Singapore?
Yes. Military installations, government buildings, Changi Airport and its perimeter, Jurong Island, and designated security-sensitive areas have restrictions on filming. Some require additional approvals. Others cannot be filmed at all.
Sentosa Island, Gardens by the Bay, the Singapore Botanic Gardens, and national parks each have their own filming guidelines and permit requirements managed by their respective authorities. These are popular production locations but need advance coordination and often involve location fees.
Public housing estates managed by HDB also require approval for professional filming. MRT stations and public transport infrastructure go through the Land Transport Authority (LTA).
Beyond formal restrictions, Singapore is generally production-friendly and well organized. The permitting processes are clear and the turnaround is fast compared to most of the region.

Can I bring my own equipment to Singapore?
Yes. Singapore is an ATA Carnet country with efficient customs processing, which makes temporarily importing professional production equipment straightforward. Changi Airport is one of the most efficient airports in the world for clearing cargo and equipment.
For smaller crews with mid-size professional equipment, arrival is generally smooth. For larger equipment loads, advance coordination with customs is advisable but rarely problematic.
Singapore also has a strong local equipment rental market. Professional rental houses stock cinema cameras, lighting, grip, sound, drones, and specialized rigs. For many productions, renting locally avoids transport costs entirely.

What is the best time of year to film in Singapore?
Singapore sits one degree north of the equator, which means the climate is tropical year round. There are no dramatic seasonal shifts like you would experience in Seoul or Hanoi. Temperatures hover between 25 and 32 degrees Celsius throughout the year, with high humidity.
The drier months are generally February through April and July through September, which offer the most reliable windows for outdoor shooting. The wetter months are November through January, during the northeast monsoon season. Rain in Singapore typically comes in short, intense bursts, often in the afternoon, so morning shoots are usually unaffected.
Production is possible year round in Singapore. Chinese New Year (usually late January or early February) and Deepavali may reduce crew availability in specific communities. Public holidays are relatively few.

Do foreign crew need a work permit to film in Singapore?
Foreign crew entering Singapore on a Short Term Visit Pass can perform filming activities for up to 60 days without a full work pass. However, an e-Notification must be submitted to the Ministry of Manpower (MOM) before the crew engages in any filming activities. This is a legal requirement and failure to notify MOM can result in prosecution under the Employment of Foreign Manpower Act.
The e-Notification process is straightforward but must be completed in advance of the shoot. For productions longer than 60 days, a formal Work Pass is required.
